University of Southern Maine
University of Southern Maine used to charge application fees earlier but recently they made an official announcement on their university website that they do not charge application fees anymore both for undergraduate and graduate programs.

Rhodes has a yearly student enrolment of 2000+ with a tuition fee of about 47k USD and about 11k USD boarding fee.
Rhodes admissions is selective with an acceptance rate of 51%. Students that get into Rhodes have an average SAT score between 1220-1410 or an average ACT score of 27-32. The regular admissions application deadline for Rhodes is January 15.
